I want to restore my system because it has been acting strangely due to attempting to download some drivers. I go to Start-This computer-Properties-system protection-create. Sorry this didn't help. From Control Panel I do not have "Restore". More importantly, in "System files and settings" I do not have the two restore options your screen shot shows, as you will see from my screen shot.

What happens when you click on the Next box of the System Restore window? Do you see the system restore points if created? Threats include any threat of suicide, violence, or harm to another.

Shenan Stanley. Once System Protection is turned off, all Restore Points are removed and without a good backup anyway not recoverable. Turning it back on just starts things over from that point forward. This site in other languages x.
